For such a distinct geographic location, strategic planning should allow this metropolitan area to evolve into a Quaternary economy based on knowledge production and specialised services to form this third city [MES3] after Venice and Mestre.

The new bypass will be the Northern border for the metropolitan area and this would contain the new urban expansions for the third city. The pre-existing freeway will become it’s backbone with a strategic play of new full and voids. The full will accommodate diverse specialized services in large multifunctional structures with high densities. This concentration of functions could liberate substantial land for the new void, such as; urban parks, waterscapes, forests, etc.

The new identities of this metropolitan area, along with the boulevard and populated megastructures of functional epicentres will acquire its urban sap from the freeway. This also encourages the process of transformation of the urban regional space complimented by the speed of movements and the information technologies. The city will become the core system of the physical [transport] and immaterial [internet] infrastructures that will preside over the development of this post-industrial area. The leaf will contain the nodes of these networks creating an urban model of polycentric node-islands [insulae] and network-archipelagos, spread and integrated by hard-soft intermodal infrastructures with energetically self-suffi cient polyfunctional concentrations.
